Since I don’t have to go hunt for something, I’m not as likely to set it down in the wrong place and forget it. So- how about a punch hole in the corner of the ATM card so it can be “leashed”? There has to be more to the story about the dog getting hit. What is in the cabinet that is needed? Can it go in an easier to get at location? The laptop- remove it entirely (for now, or get a refurbished “Toughbook”.) Then get a waterproof keyboard for the desktop.
